Michael OstrowskiChief Executive Officer and President
Mr. Ostrowski’ s career in financial services spans lending, branch administration and senior management. Mr. Ostrowski came to Arrha Credit Union from Barre Savings Bank, where he served as Senior Vice President of Lending. In his 30+ years of banking, he has held positions with Ludlow Savings Bank, Multibank, United Co-operative Bank and Pioneer Financial Co-operative Bank. He also served for nine years as Vice President and Chief Lending Officer at Freedom Credit Union in Springfield. He is a Community Supporter of the American Lung Association, Springfield YMCA and other civic organizations. He was a Member of the Board of Directors at Ludlow Country Club. He has been an Adjunct Professor at Holyoke Community College for seven years. Mr. Ostrowski holds a Bachelor's degree from Springfield College and a Master's degree in Business Administration from Rensselaer Polytechnic Institute. He has completed additional studies at Fairfield University Center for Financial Studies and the Massachusetts Bankers Association School of Commercial Lending.
Lucas ManziChief Financial Officer
Lucas was recently promoted to Chief Financial Officer. Prior he was the Accounting Department and Finance Manager at Arrha Credit Union. Lucas is a valuable contributor and rising star at Arrha. He is a recipient of the 2019 Credit Union Difference Maker’s Award presented by Cooperative Credit Union Association at the 2019 Credit Union Marketplace Experience. The show highlighted new technology, had breakout sessions in many topics including cyber security, latest trends in digital banking, and ways to enhance member experience. As a highlight, there was a salute to employees that have great attitudes, positively impact others, and make a difference at their credit union, in the community, and beyond. He received one of the Difference Maker’s Awards for his great attitude, positive team efforts, and innovative practices that he does within our credit union and efforts involved in the community. Lucas is a member of the Arrha Asset-Liability Committee. His background is in accounting and leading a team to achieve its goals. He has a Bachelor of Business Administration in Accounting from the University of Massachusetts, Isenberg School of Management in Amherst, Massachusetts.
Alison HarlandVice President of Operations
Alison has over 35 years of experience in the local financial industry, concentrating in operations, lending, and administration. She began her banking career as a Teller at Tolland Bank and was quickly promoted to Branch Officer. Alison moved from Tolland Bank to Rockville Bank as Assistant Vice President Consumer Credit Administration Officer. She continued her career as Loan Production Manager at Carrington Mortgage Services, Lending Administration at Bay State Savings Bank and Vice President Lending Operations at Polish National Credit Union. Alison has extensive knowledge implementing, directing, administrating, and monitoring of lending policies, procedures as the Vice President of Lending at Arrha Credit Union. She has coordinated daily Consumer Loan and Residential Lending department activities to achieve its goals while delivering superior member service. Most notably, Alison became the Vice President of Operations to lead, implement, direct, and monitor the policies and procedures of the operations area to continue to achieve its goals and offer superior member service. Alison has a Certificate in Banking from the Connecticut School of Financial Studies and a Bachelor of Science from Western New England College, Springfield MA.
Robert S. CiracoVice President, Chief Lending Officer
Rob has over 25 years in the financial services lending industry. During his extensive career he has been responsible for all aspects lending. He was Vice President of Residential and Consumer Lending for Rockville Bank, a $2 Billion local community bank, where he was in charge of loan processing, underwriting, loan closings, quality control, secondary market sales, loan servicing and administration of all residential and consumer loan systems. After leaving Rockville he built a highly successful, high volume, wholesale lending operations center to support east coast loan originations for a west coast wholesale lender as Director of Operations. From there he went to Bay State Savings Bank as Vice President of Lending where he had oversight responsibility for residential and consumer lending from sales through servicing, compliance and systems. Rob continued his career at Polish National Credit Union as Senior Vice President of Lending where he developed the strategic plan and had oversight for all areas of residential, consumer, and commercial lending at the credit union. Rob has been involved in youth hockey for 15+ years coaching and serving as a board member at several different hockey organizations.
Anthony (Tony) FrancoVice President of Commercial Lending
Tony has over 25 years in the financial services commercial lending industry. Tony has been helping area businesses achieve their goals and direct them to what commercial deposits and lending services work best for them. Most recently, Tony was Vice President, Commercial Lending Officer and Special Assets/Risk Management for United Bank where he achieved customer service goals, business generation for commercial real mortgage loans, and completed regulatory reports along with developing, managing, and servicing a commercial real estate portfolio and fostering relationships. He was at Monson Savings Bank as the Assistant Vice President, Commercial Loan Officer where he maintained professional community relations, developed and serviced commercial real estate and commercial and industrial portfolios along with achieving customer service goals, generating business, and increasing the bank’s visibility. Tony was with Berkshire Bank as Senior Credit Analyst where he analyzed financial statements and cash flow analysis of commercial loans, mortgages, lines of credit, and term loans. Tony is the Past Chairman, Board of Director, Finance committee, and Development Committee of City Stage/Symphony Hall. He is the Past President, Treasurer, Financial Secretary, and Member of Springfield MA Chapter of UNICO National. Tony enjoys fundraising for United Way of Pioneer Valley and Rotary International. Tony enjoys spending time with his wife, Gail and two children, golfing, socializing with friends and family, and working in the yard.
Michael KelleyAssistant Vice President, Mortgage Loan Originator
Michael J. Kelley, Mortgage Loan Originator, has over 20 years in retail banking and 7 years in mortgage lending. Prior to joining Arrha he was the Mortgage Loan Originator at Polish National Credit Union. Michael Kelley was recognized as Banker and Tradesman Top 5 Originator for Credit Unions in Western Massachusetts for two years in a row. He is a proud member of the Springfield Rotary Club and past Assistant Coach for the SOY Boys Basketball team. Michael Kelley is a Ludlow resident. “I am ecstatic to be part of the Arrha Credit Union family and serving the Springfield community of where I grew up. I enjoy finding the right financial solutions, providing mortgage options that make sense, and helping people save time and money,” states Michael Kelley.
Tony SanchesAssistant Vice President of Retail Operations
Tony has over 15 years of experience in the local financial industry and 10 years in residential lending. He began his banking career as a teller at Westbank. Tony moved from Westbank to Country Bank as a head teller and worked his way up to Customer Service Manager, Assistant Branch Manager and Loan Originator, before moving over to Florence Savings Bank as a loan originator of their multiple offices. He finished his career at Florence Savings Bank as an Assistant Vice President of Lending and moved to Freedom Credit Union as a Loan Officer. Tony has extensive knowledge of portfolio lending and secondary market lending including, conventional loans, MHP, USDA, FHA, and Masshousing loans. He is fluent in Portuguese, a member of the Rotary Club of Ludlow, Corporator at the Ludlow Boys and Girls Club and a member of the Ludlow Youth Soccer Association where he coaches youth soccer.
William J. TothBranch Manager, West Springfield
Bill has over 19 years of experience in the banking industry, mostly in the Boston area, before recently returning back to Western Massachusetts where he grew up. He began his banking career as a teller for Blue Hill Federal Credit Union, in Brookline, MA. Bill worked his way up to CSR and then Assistant Branch Manager with Grove Bank, also in Brookline, MA, before moving over to Stoneham Savings Bank, in Stoneham, MA, where he was the Branch Manager of their Redstone office. Trained in NOVELL Networks, Bill has also held the positions of IT Assistant and Technology Coordinator. He holds an AS in Business from STCC and has studied at The New England College of Finance in Boston, MA. He has been an active member of the Executive Board for the New England Safe Deposit Association since 1999.
